The Tierrasanta Recreation Council was Originally
Adopted September 1991
The
Tierrasanta community, the City of San Diego and the San Diego Unified
School District have a unique relationship regarding the use, construction
and maintenance of recreation facilities within the Tierrasanta community.
A 25-year lease agreement on the playing fields at De Portola Middle
School is in existence, which allowed the construction of playing fields
on the school site, and the maintenance of those fields through the
Tierrasanta Open Space Maintenance District. In addition, playing fields
are being turfed at Jean Farb Middle School which will be maintained
through the Tierrasanta Open Space Maintenance District. The Farb fields
are being constructed via funds made available through developer
agreements between the City of San Diego and Tierrasanta developers; the
contract for the actual construction is being administered by the San
Diego Unified School District.
In addition, various organized leagues have made
permanent improvements to the recreation facilities within the community,
including the installation of dugouts, bleachers, etc.

The Tierrasanta Recreation Council Statement
of Policy
The Tierrasanta Recreation Council is the
advisory body tasked with making recommendations regarding the use,
construction and maintenance of recreation facilities within the
Tierrasanta community, including recreation buildings, playing fields,
parks, play equipment, etc. Tierrasanta Recreation Center staff is
responsible for the maintenance of the baseball/softball infields at
Tierrasanta Community Park. The Tierrasanta Open Space Maintenance
District is responsible for the maintenance of all park lands within the
Tierrasanta community, with the exclusion of infields for
baseball/softball fields at Tierrasanta Community Park.
Tierrasanta organizations may elect to make
specific improvements to the recreation fields and facilities within the
community. This includes the installation of any storage facilities on
property which falls under the jurisdiction of the Tierrasanta Recreation
Council and/or the Tierrasanta Open Space Maintenance District. Detailed
plans for any improvements must be submitted first to the Tierrasanta
Recreation Council for approval, along with a detailed spending plan and a
financial statement showing the source of funds to pay for the
improvements. The Tierrasanta Recreation Council will also determine
whether the technical expertise is present to implement the improvements.
Following approval of the proposed project by the
Tierrasanta Recreation Council, the plans will be forwarded to the
Tierrasanta Open Space Committee. Should the Tierrasanta Open Space
Committee approve the project, the Tierrasanta Recreation Council and the
Tierrasanta Open Space Committee will jointly report their recommendations
to the Tierrasanta Community Council, the officially recognized planning
group for the Tierrasanta community. Authorization to proceed will be in
writing from the Tierrasanta Community Council.
Unless and until the Tierrasanta Community
Council has formally approved the proposed project, no construction may
proceed. Should construction be started prior to final approval, the
organization requesting permission to make improvements will be
responsible for returning the site to its former condition. The project
applicant is responsible for securing any and all necessary permits from
the appropriate agencies.
All construction is subject to inspection by
City, County and/or State inspectors. Specific safety instructions will be
made part of each permit for construction issued by the Tierrasanta
Recreation Council/Tierrasanta Open Space Maintenance District/Tierrasanta
Community Council.
The project applicant will be solely responsible
for any and all bills generated by the project. Insurance may be required
as part of the permit approval process.
