Item 111: Tucker Self Storage. Motion for TCC consideration:

The community has concerns that this project is a significant deviation from the Tierrasanta Community Plan and the presence of this project would cause a negative impact on community’s character. The community has concerns about vacancy rates and the potential for blight if the vacancy rate is excessive. The community has concerns about the pending lawsuit brought by the applicant and the applicant’s willingness to withdraw the lawsuit if the project is approved. The city should engage the U.S. military and negotiate a possible land swap to give the city rights to both lots north of the project site property in order to permit landscaping of the frontage.

TCC RECOMMENDS REJECTION of the project pending the applicant providing responses to the following significant community concerns:

1. Approval by SDFD of the current design for emergency access of the western property

2. Presentation of a lighting plan and impacts to neighbors

3. Presentation of a signage plan

4. Presentation of a noise plan addressing the impact from roll-up doors

5. Presentation of the visual impacts from roll-up doors; these were not supposed to be visible from the street

6. Receipt of the email or correspondence from the SDFD indicating the site is not appropriate for a fire station

7. Status of height restrictions on rezone, and community protections from subsequent development of even greater height

8. DIF funding to be resolved by City Council such that the community receives its full share

9. Willingness of the applicant to provide landscaping on Clairemont Mesa Blvd frontage, if such can be negotiated with the city and/or U.S. military

10. Confirmation on the business’s hours of operation and on the presence of an on-site employee during business hours

11. Applicant’s willingness to meet at least annually with the TCC in committee format to review and resolve community issues.
