Item 1:   7th Day Adventist (DSD #150947)

 

Sue Darnell (619-232-5087) provided pictures of the sign to be mounted on the west-facing wall of the church. Letters and shapes will be painted acrylic (plastic). Approx size of the sign is 10 feet by 10 feet. The sign will include a flame-like symbol with the church’s name beneath it.

Recommend approve the project.

Item 2:       Superior Redi-Mix Development of the Rock Quarry (DSD #)

Michael Young presented a slideshow on the SRM project. Current planning is Princess View and westward (the eastern portion will remain an active quarry for some time longer). Much of the property currently is unattractive (car impound lots, heavy machinery, etc.) 380 acres involved.

 

Traffic analysis is extensive and accounts for all the known projects & developments planned in the area. Phasing of mitigations and improvements to be phased as is the development of this project. CP amendments were initiated in 2005. SRM’s proposal is to eliminate the Tierrasanta Blvd extension but not the others because the project only relates to that one extension. This would involve removal from the city’s Circulation Element.

 

Same presentation as given before and as given to the GAG. SRM will fix the flooding issues, remove invasive species, eliminate the quarry ponds. If the river is turned over to someone else (city, conservancy, coalition, TBD) then it will be turned over in good condition. Much of the project is devoted to high-quality employment, not just retail. Office park & light industrial.

 

Back door would have to be 2-lanes in size, approx 25-feet wide.

 

Lee: concern that a gated back door will invite the demand by tenants of the SRM project (and others south of the river) that the gate be opened to lessen congestion on Mission Gorge.

 

Eric: how about two river crossings and eliminate the back door? How about higher buildings (with the cliff-face behind) and use revenue to pay for the second crossing.

 

Lee: massive impacts to view corridor (along river canyon) and impacts to wildlife corridors. Consider going higher in RP south and give RP north to the city.

 

RP East: 40 feet, 2 stories max height

RP North & South: 40 feet, 3 floors

RP West:

 

Zoning to be more restrictive than normal zoning would require: no cemeteries, no half-way houses, etc.

 

Lee: question about the park/dead space larger than a football field, why there? Is there an easement that makes it not developable? Why not open up an area further east (at Princess View) that services those to the east?

 

Dan: school sites? No; project will not include anything like the demand needed for another school. Affordable housing? Required by law; either such will be provided or in lieu fees will be paid. Senior housing? Not built that way but not precluded; could work out that way.

 

Scott: timing? First phase (west side) could get started within 12-18 months when “entitlements” are approved by the city. Entitlements: planned development permit process.

 

March: city’s assessment letter, with 90-days to respond. TCC will see the response.

Item 3        Shepherd Canyon Sewer Maintenance (DSD #: 151377)

 

The applicant did not appear.

 

The Chair has proposed to the applicant (by phone) that as a part of this approval they restore the pathway to its original condition (not to its current condition). A TCC motion should include restoration of the DG path in the form of added 3-4 inches of DG to the current pathways.

 

Motion: Lazzaro / Whitacre

 

Recommend approve the project contingent on restoration of the pathways with a refresh of several inches of decomposed granite.

 

Passes: 9-0

 

 

 

Bill on other matters:

 

Liquor license for the new 7-11. Report at TCC tomorrow night.
