The Tierrasanta Community Plan
was originally written with extensive community input and approved by the
San Diego City Council in 1982. Specific action of the San Diego City
Council, in 1991, added a requirement for a Water Reclamation Plant which
was to be constructed above Admiral Baker Field just below the Tierrasanta
Christian Church on Tierrasanta Boulevard. Despite community efforts to
have a comprehensive update done, especially now that we are a "built
out" community, it has not been re-written for 20 years. In fact, many
of the city's community plans are about 20 years old.
The Tierrasanta Community Council
has been told that it costs approximately $50,000 for a re-write of a
community plan by city staff with significant input by the community,
including processing time for the plan to gain City Council approval. The
Tierrasanta Community Council has been requesting an update of the plan
for more than 10 years. Funds are scarce in the City Budget for community
plan updates. In April 2002 the TCC requested a feasibility estimate for a
limited re-write of the Tierrasanta Community Plan. City staff is
currently working to determine the costs for a limited re-write of the
plan. Please note that an adopted and approved Community Plan
does not prescribe what can and cannot be built; 5 votes at City Council
can overrule what is written in an adopted Community Plan.
