Bylaws Committee
September 4, 2007
6:30 PM to 8:00 PM
The Bylaws committee of the TCC met at 6:40 PM on September 4th with the following in attendance: Deanna Spehn, Donovan Geiger, Tony Tibbetts, Lee Campbell, Eric Germain (chair) and Scott Hasson (visitor). A quorum was present.
The first action taken was to review the draft Standing Order that contains the generic election procedures. This was not reviewed in the previous meetings. A great many relatively minor changes were made based on inputs from the committee to clarify the procedures and ensure their applicability for many years to come.
Other decisions of the committee:
1. The TCC should not change its name from community council to town council.
2. The bylaws should contain a provision for the temporary conversion of the commercial director seat to a resident/owner seat if a commercial person does not volunteer.
3. The TCC should not permit write-in voting during its annual elections.
Motion (Tibbetts / Geiger): The committee approves the draft bylaws and forwards this to the TCC for its consideration.
The motion passed 5-0-0.
The Chair thanked the committee for its hard work. There is no plan to reconvene the bylaws committee unless the TCC fails to approve this draft or the draft is rejected by the city attorney or city council.
