The TCC's immediate task: Revise the TCC bylaws by 9 October 2007 The TCC must update its CPG Bylaws to achieve compliance with the revised Council Policy 600-24 (updated May 2007) and with the "Ralph M Brown Act". The City's approved Bylaws Shell is mandated for use by all planning groups in developing individual each planning group's bylaws. Any deviations from the Bylaws Shell means the bylaws must be approved by the full City Council; bylaws with no deviations will be approved by city staff. The TCC's current bylaws (June 2006) include many deviations from the Bylaws Shell. The TCC must review the deviations to make sure they are worth taking to, and defending before, the City Council. The first document below is a markup of the Bylaws Shell with TCC items added (deviations) and with extraneous items deleted (deviations). This is a revised draft that is the result of the Bylaws Committee meeting held August 7, 2007. The document below is a prior version of the draft bylaws.
The TCC will receive Brown Act training in July. On July 30th the TCC's Bylaws Committee will assemble to go over the draft markup (above). If possible, the TCC will vote to approve draft bylaws at its meeting in August. Last chance to approve bylaws is September. Documents applicable to this task:
