The meeting was called to order by Vice
President, Issues, Kathy Warburton, at 7:00 PM in the Tierrasanta Recreation
Center, 11220 Clairemont Mesa Blvd. A
quorum was present that included: John Hopper, Fred Zuckerman, Walter Odening,
Janet Brown, Frank Lescher, Lee Campbell, Dan Waltz, Larry Michalec, Mike
Ogilvie, David Chamberlin, Fiona Pallag, and Mary Saxton. Chairwoman Deanna
Spehn, Teresa Stivers and Kathy Cronin were excused. Tom Gingell and Jennifer
Williamson were absent.
Fred Zuckerman moved to
approve the February 19, 2003 minutes, Dan Waltz seconded and the motion
carried unanimously.

Reports
SDPD Community
Relations Rep.: Karrie Carlson introduced Sgt. Carroll who discussed the problem of
off-leash dogs in public parks. He stated that the SDPD would increase patrols
around parks, continue public education of laws regarding off-leash dogs and
write citations when necessary. Officer Carlson also said that the SDPD had
increased enforcement of speed limits on Via Valarta and agreed to possibly
doing the same for Catamarca St.
Mayor Dick
Murphy: Seth
Litchney reported that the Sandag map showing connections outside Tierrasanta
with Clairemont Mesa Blvd. and Tierrasanta Blvd. has been requested for
removal. He said that the Mayor’s office had experienced a 3% cut in the office
budget, that there were vacancies on boards and commissions and that the red
light cameras will be turned back on in late April.
State Senator
Dede Alpert: Jimmy
Jackson stated that the state budget was being cut for the rest of the year and
there would still be a $20-25 billion dollar deficit.
State
Assemblymember Chrisine Kehoe: Chris Reefe made available EZ tax forms and Assemblymember Kehoe’s newsletter. Mr. Reefe
also stated that Assemblymember Kehoe was in process of authoring legislation
to prevent marketing of personal information from driver’s licenses and a
requirement that all counties have water meters.
County
Supervisor Pam Slater: Joe Sheffo made available and discussed Supervisor Slater’s newsletter.

At 7:30, the Annual TCC
Meeting convened. Kathy Warburton reported that the condition of Tierrasanta
was good.
City
Councilmember Jim Madaffer: Elyse Olson distributed information regarding
identity theft prevention and a recycling event. She stated that the City
Council was still negotiating with the Chargers football team. She discussed
the tot lot opening ceremony, the Serra High School corner dedication and
thanked the TCC for supporting the projects. Ms. Olson said she had been
working on a design problem with the tot lot and also helping develop plans for
the de Portola comfort station.
City Planner for Tierrasanta: Kevin Guy discussed several hearings that will take place regarding
companion unit ordinances and the strategic framework policy.

At 7:45, Proposed Amendments
to Mission Trails Design District and Map: Lesley Henegar, Senior Planner, Community
Planning, distributed information and a map regarding the proposed changes.
Walter Odening moved to approve and support the Design District as outlined.
Also recommend that the undeveloped school site and the undeveloped park site
remain in the Design District. John Hopper seconded and the motion carried
unanimously.

At 8:00 the elections
concluded.
Parks &
Recreation: Celeste
Weinsheim reported on the sidewalks near the new tot lot, which had been
altered by the city because of ADA requirements. She said that Fred Zuckerman
had designed an acceptable configuration, which had saved the city money. Ms.
Weinsheim said that a company wanted to install a cell phone antenna, but the
decision had been postponed until the city provides new guidelines regarding
antenna installation.
Schools: Larry Michalec reported that
city schools could be contacted on the school’s website.
Tierrasanta
Community Service Center: David Bryant said the service center would have Passport Saturday on
May 10, a cleanup day on May 24th and a stuffed animal toy drive for
the Children’s Burn Unit during May.
Chief
Financial Officer Reports: Fred Zuckerman distributed and discussed copies of the February, 2003
financial statement.

Tierrafest
update:
Kathy Warburton asked board members to sign up for shifts at the Arts &
Crafts Fair on May 17th to help set up before, clean up after and
work in the TCC booth. David Chamberlin volunteered to be coordinator of the
TCC volunteers at the craft fair.
May Awards
Event update:
Mary Saxton announced that the May event would be held again at La China
restaurant.
Chairwoman’s Report
Kathy Warburton reported
that the CDC had reviewed the plans for the Tierrasanta Lutheran Church
Columbarium Garden and the CDC would update the TCC in April. She also said
that the Chinese Christian Church was still working with the city on the church
project.
The EIS regarding the
Miramar military housing is scheduled to be available in April.
Old Business
Lee Campbell asked for TCC members to sign up to
help at the golf tournament.
Janet Brown announced new bus service in Tierrasanta
and asked David Bryant to post the new route at the service center.
