          Uncorrected Minutes for February 19, 2003

The meeting was called to order by Chairwoman Deanna Spehn, at 7:03 PM in the Tierrasanta Recreation Center, 11220 Clairemont Mesa Blvd.  A quorum was present that included: Kathy Warburton, John Hopper, Fred Zuckerman, Walter Odening, Janet Brown, Frank Lescher, Lee Campbell, Dan Waltz, Larry Michalec, Mike Ogilvie, Teresa Stivers, David Chamberlin. Fiona Pallag and Mary Saxton were excused.

            Fred Zuckerman moved to approve the January 15, 2003 minutes, John Hopper seconded and the motion carried unanimously.

 

Agenda Review and Requests for Additions/Continuances

Teresa Stivers requested that the Council’s insurance be added to item 3 under Action/Information Items.

            Reports

SDPD Community Relations Rep.:  Karrie Carlson told the Council that the traffic officer for the Tierrasanta area had been very busy citing speeders.  She said that most of those speeding are residents of Tierrasanta and suggested people in the community remind their neighbors to slow down and watch out for children.

 

City Councilmember Jim Madaffer:  Elyse Olson was unable to attend the meeting.  Her report was given by Chairwoman Spehn.  The tot lot at the Roadrunner Park will be dedicated on March 6 at 7:30 am.  The corner improvements at Santo Road and Tierrasanta Blvd. will be dedicated on February 25 at 7:00 am.  The flashing beacon at the east end of Clairemont Mesa Blvd. will be installed the week of February 17.  Restrooms for the DePortola playing fields are in the planning phase.

 

City Planner for Tierrasanta:  Kevin Guy provided information on upcoming used oil recycling for the city residents.  He provided an update on the City’s actions on regulations for affordable housing.  The regulations are in development.

 

Library:  Judith Castiano reported that the roof of the library leaked during the recent rain storms.  There was also water leaking through the floor along the side of the building.

 

Tierrasanta Community Service Center:  David Bryant reported that the service center was doing a lot of passport business.  He is also working with I Love A Clean San Diego to secure large bins for a Tierrasanta clean up event.  He is working on identifying a site for the bins.

 

Chief Financial Officer Reports:  Fred Zuckerman distributed the January 2003 financial statement.

 

            Action/Information Items

 

Appointment of Area Director to fill unexpired term of Marilyn Schoeman for Area 4.  Deanna Spehn announced that the Area 4 Director’s position, vacated by Marilyn Schoeman, was open.  She introduced Kathy Cronin who stated her interest in serving the remainder of the one-year term.  She is interested in community service and safety issues for the community.

 

It was moved by Dan Waltz and seconded by Teresa Stivers to declare the Area 4 Director’s position to be an At-Large position.  The vote in favor was unanimous.

 

It was moved by Teresa Stivers and seconded by Janet Brown to nominate Kathy Cronin to fill the At-Large position for the remainder of Marilyn Schoeman’s term.  The vote in favor was unanimous.

 

Update on the proposed amendment to the Tierrasanta Community Plan to delete the extension of Tierrasanta Blvd., Clairemont Mesa Blvd., Santo Road and Jackson Drive:  Kevin Guy reported that funding has not been identified for the community plan amendment to remove the roads.  Until approximately $100,000 is identified, no staff work will be done.

 

Golf Tournament Update and Insurance:  Teresa Stivers said she would continue to participate on the committee but needed someone to chair it.  Kathy Cronin volunteered and indicated she was a golfer.

 

Teresa Stivers reported she had checked on insurance costs and recommended we stay with Driver for the secondary insurance rider for the remainder of this year.  The May 17th Patriots Day Parade and Spaghetti Dinner were the next events requiring the secondary insurance rider.  Kathy Warburton volunteered to work on the insurance item and obtain quotes for the next renewal period.

 

Update on re-balloting for Maintenance Assessment District:  Fred Zuckerman reported that there were delays in finishing the re-balloting process which may delay the vote by the residents of Tierrasanta.  The City suggested we raise the annual fee.  The Open Space Committee is reviewing the options including managing the district ourselves.  Fred expects to have more information for the Council in March.

 

           

 

Chairwoman’s Report

Chairwoman Spehn updated the Council on the Airport Authority.  She announced the Community Development Committee’s meeting at the Tierrasanta Lutheran Church regarding their columbarium project.  She stated that the Chinese Community Church is still working with the city to mitigate environmental impacts from their planned church development.

 

John Hopper moved and Janet Brown seconded the appointment of Walter Odening to the Mission Trails Regional Park Citizen Advisory Committee with Betty Ogilvie as the alternate.  The vote in favor was unanimous.

 

New Business

Dan Waltz announced a recycling grant request for $500 from the Parks and Recreation Committee.  The money would be used to establish a scholarship fund for children who need financial assistance in order to participate in Recreation Center programs.  The children must live in the 92124 zip code area.  The Parks and Recreation Committee will report on the use of the funds.  Walter Odening moved and Teresa Stivers seconded the request for $500.  The vote in favor was unanimous.

 

            Old Business

Chairwoman Spehn reminded the Council that Saturday was the deadline to apply for positions on the Council.  Results will be announced at the March 19 meeting.
