The meeting was called to order by Chairwoman
Deanna Spehn, at 7:00 PM in the Tierrasanta Recreation Center, 11220 Clairemont
Mesa Blvd. A quorum was present that
included: Kathy Warburton, John Hopper, Fred Zuckerman, Walter Odening, Frank
Lescher, Lee Campbell, Larry Michalec, Mike Ogilvie, Teresa Stivers, David
Chamberlin, Fiona Pallag and Mary Saxton. Janet Brown and Dan Waltz were
excused. Tom Gingell and Jennifer Williamson were absent.
Kathy Warburton moved to
approve the November 20, 2002 minutes, Frank Lescher seconded and the motion
carried unanimously.

Reports
SDPD Community
Relations Rep.: Karrie Carlson introduced two other police officers who were attending
the meeting and discussed enforcement problems in Tierrasanta including
juveniles throwing objects at moving vehicles, racing and speeding. Ms. Carlson
advised residents to call the SDPD when they observe violations. Chairwoman
Spehn requested the SDPD patrol park bathrooms before school begins.
Mayor Dick
Murphy: Seth
Litchney reported on the State of the City address, the fight against graffiti,
the city’s energy future, and the continuation of undergrounding power lines.
Chairwoman Spehn requested an amendment to remove any extension of Tierrasanta
Blvd. east from our adopted community plan.
State Senator
Dede Alpert: Jimmy
Jackson stated that Senator Alpert now represents only part of Tierrasanta
including Villa Portofino and Villa Monterey. He also discussed the state
budget deficit and asked residents to call or e-mail him with problems or
concerns.
State
Assemblymember Chrisine Kehoe: Chris Reefe made available copies of the Governor’s
Budget Proposal, the California Budget Project and the California State Budget
Process. Mr. Reefe stated that Assemblymember Kehoe now represents only Villa
Monterey.
County
Supervisor Pam Slater: Joe Sheffo updated the TCC on the county budget and invited residents
to call him with any problems.
City
Councilmember Jim Madaffer: Elyse Olson discussed the city budget deficit, plans
for a grand opening of the tot lot, noise complaints about Miramar and the
availability of social service grant applications.
City Planner for Tierrasanta: Kevin Guy reported the following information regarding companion units:
1.
The units would go
through a ministerial process.
2.
They would be subject
to FBA fees.
3.
The resident would be
able to rent to whomever he or she wants.
4.
The city does not
recognize or enforce CC&Rs.
Schools: Larry Michalec reported that
Hancock Elementary School has a new principal, that some school personnel would
be laid off due to budget cuts and the school district was still working on the
Santo and Clairemont Mesa Blvd. sign.
Tierrasanta
Community Service Center: David Bryant said that federal and state tax forms would be available
at the service center as well as internet access.
Chief Financial
Officer Reports: Fred Zuckerman distributed and discussed copies of the December and
January statements. Mr. Zuckerman also discussed the 2003 budget. John Hopper
moved to approve the 2003 budget, Teresa Stivers seconded and the motion
carried unanimously. Mr. Zuckerman announced that $500 had been contributed in
honor of Norma McNerney.
Action/Information Items
Appointment of
Area Director to fill unexpired term of Marilyn Schoeman for Area 4: Chairwoman Deanna Spehn
tabled the issue to February.
Update on the
proposed amendment to the Tierrasanta Community Plan to delete the extensions
of Tierrasanta Blvd., Clairemont Mesa Blvd., Santo Road and Jackson Drive; and
an update on the City of Villages: Elyse Olson distributed copies of a letter from Councilmember
Jim Madaffer advising the TCC how to fund the community plan amendment.
Chairwoman Spehn tabled the issue so the TCC could do more research.
Kevin Guy distributed and discussed information
regarding the Pilot Village Program and Application.
Action item: Presentation by Lesley Henegar of the City’s
Planning Department on the Mission Trails Design District: Chairwoman Spehn tabled this issue so TCC members
can read information provided by Lesley Henegar, who will return in March.
Presentation on behalf of the City’s Metropolitan Waste
Water Department: Nabeel Qawasmi, Project
Manager discussed the city’s plan to do an emergency cleaning project in
Shephard Canyon. He said that he would notify the Open Space Committee when the
six-week project begins in approximately one month.
Chairwoman’s Report
Chairwoman Spehn
reported that she had received Jennifer Williamson’s resignation effective
March and Sheila Donovan will present military housing information in April.
