DISASTER DECLARATION:
On October 27, President Bush declared 5 counties federal disaster
areas as a result of the widespread destruction caused by the fires
raging in Southern California. SBA's Area 4 disaster office in
Sacramento immediately dispatched personnel to begin implementing the
Agency's disaster loan program. SBA's disaster loan program offers
low-interest loans to eligible homeowners, renters and businesses of
all sizes, including non-profit organizations, who suffered damage
from those fires. The declared counties are San Diego, Los Angeles,
San Bernardino, Riverside and Ventura.

All victims should begin their recovery process by calling FEMA's toll-free
tele-registration number, 800-621-FEMA (3362). This step will
register you for disaster assistance.

Local Assistance Centers to disseminate information and provide a
variety of services to the public. Each center is staffed with SBA
representatives along with officials from other State and Federal

SBA'S DISASTER LOAN
PROGRAM

DISASTER
HOME LOANS:
SBA disaster loans are the primary form of federal assistance for
non-farm, private sector disaster losses. For this reason, the
disaster loan program is the only form of SBA assistance not limited
to small businesses. SBA disaster loans are intended to cover losses
which were either under-insured or uninsured. Homeowners may borrow
up to $200,000 to repair or replace disaster damaged primary
residences. Homeowners and renters may borrow up to $40,000 to
replace personal property, including vehicles.

DISASTER
BUSINESS LOANS:
Businesses of all sizes and private, non-profit organizations may
borrow up to $1.5 million to repair or replace real estate, equipment,
inventory, and other business assets. Small businesses may borrow up
to $1.5 million for working capital to help pay ongoing business
expenses.

CREDIT
REQUIREMENTS and LOAN TERMS:
SBA's disaster
assistance is in the form of loans. Applicants must show the ability
to repay these loans.
SBA establishes the
terms of each loan in accordance with each borrower's ability to
repay. The law gives SBA several powerful tools to make disaster loans
affordable: low interest rates, long terms (up to 30 years), and
refinancing of prior debts (in some cases).
FILING DEADLINE
Applications for
physical damage to homes, personal property, and businesses must be
received by SBA on or before December 26, 2003.
Applications for
business economic injury must be received by SBA on or before July 27,
2004.
