RESOLUTION NUMBER 01-2005
RESOLUTION REQUESTING THAT THE GRANTVILLE REDEVELOPMENT AGENCY REMOVE FROM
THE
GRANTVILLE REDEVELOPMENT PROJECT AREA THE PARCEL OF LAND
IDENTIFIED AS APN 4550202500 (THIS BEING THE PARCEL OF LAND AT THE
EASTERN END OF TIERRASANTA BOULEVARD ABUTTING THE SAN DIEGO RIVER)

WHEREAS, as represented in reference (a), for the period from the present
day through the
horizon year of 2030 the parcel of land identified as APN 4550202500 would
be encumbered by
both the Grantville Redevelopment Project area and the Navajo Community Plan
area; and
WHEREAS the subject parcel is
accurately identified as designated open space in Figure
4.1-1 of reference (a), but whereas this parcel is incorrectly shown as
being part of the gravel
extraction process in Figure 4.1-2 of reference (a); and
WHEREAS, it is in Tierrasanta’s
interests to protect the heritage of Tierrasanta’s historical
sites, particularly where these are located adjacent to the San Diego River
on the south side of
said parcel, but whereas these historical treasures, in the form of ancient
historical flumes, are
not addressed in reference (a); and
WHEREAS, said parcel is identified
the San Diego River Park Master Plan dated September
2004, and where such identification effectively makes said parcel ineligible
for redevelopment
(contrary to reference (a)); and
WHEREAS, the citizens of
Tierrasanta have repeatedly requested that the 25-year old
Tierrasanta Community Plan be updated to remove all mention of the
Tierrasanta Boulevard
connection to Mission Gorge Road (along with three other road connections
between Tierrasanta
and adjacent communities); and
WHEREAS, Councilman Madaffer
supports the need for a Tierrasanta Community Plan
amendment wherein these road are permanently removed, and whereas he as
formalized this
requirement in memo M 02-05-02 which states, in part, “In order to once and
for all dispel any
fear or confusion among residents of Tierrasanta with regard to any road
extensions, I am
requesting that the Tierrasanta Community Plan be updated immediately and
that the following
projects be removed:

WHEREAS, the Tierrasanta Community
Planning Group (the Tierrasanta Community
Council) was not notified by the Grantville Redevelopment Agency in a timely
fashion that said
parcel was being considered for inclusion in the Grantville Redevelopment
Plan; and
WHEREAS, the Grantville documents
appear to be self-contradicting; for example,
paragraph 4.2.5 of reference (a) states: “Improvements identified within the
… Tierrasanta
Community Plan shall be implemented as sufficient financial resources become
available
through the establishment of the proposed redevelopment project area”, yet
this is contradicted
in Section 110.1 of reference (b), where a goal is stated as being to
“Improve the flow of traffic
through the development of circulation network that will provide for less
congested access to the
Mission Gorge corridor and Grantville industrial area without adversely
affecting surrounding
residential communities …”; and
WHEREAS, the subject parcel is the
only parcel related to the 4 improvements (roads) that is
included in the Grantville Redevelopment Plan area; and
WHEREAS, the Tierrasanta community
is relatively isolated from the surrounding
communities, and per section 2.3.3.2 of reference (a), where such relative
isolation serves to
enhance the sense of community felt by Tierrasanta residents, and where the
commercial areas
within Tierrasanta are limited to those businesses needed to support only
the community of
Tierrasanta; NOW, THEREFORE;
BE IT RESOLVED that the Tierrasanta
Community Council, in the best interests of a
planned residential community like Tierrasanta, has determined that subject
parcel (APN
4550202500) should be removed from the Grantville Redevelopment Plan and
from any related
plans and documents; and
BE IT FURTHER RESOLVED that the
owner of the subject parcel should be notified by the
Agency that the said parcel has been removed from the Grantville
Redevelopment Plan area
using the same manner of notification that was employed to identify to the
owner that subject
parcel was selected to be included in the plan; and
BE IT FURTHER RESOLVED that this
resolution shall be considered as an addendum to
the comment responses to the Draft EIR, reference (a), previously submitted
on February 14,
2005 by the Tierrasanta Community Council to the Redevelopment Agency.
This resolution was passed and adopted by the Tierrasanta Community Council
during its regular
meeting held on February 16, 2005, by the following vote:
