Other Issues with the Bicycle Master Plan (BMP)
(not sent to council---yet)

Consistency with other Plans (page 3 BMP) - Although plans of the individual communities were reviewed for the BMP, there seemed to be no contact with the communities to ensure that updates to the community master plans were considered for the BMP. For instance the last recorded update to the Tierrasanta's Master Plan was in in 1991.

Objectives (page 7) - General Comment- There does not seem to be a clear connection from objective to plan for implementation.

Objective A:( page 7)
item 1. If the City bicycle project manager and or bicycle coordinator are members of bicycle clubs there might be a conflict of interests.
item 3. "Coordinate with other cities, SANDAG, schools, and community organizations to review and comment on bicycle issues of mutual concern." When does this begin?

Bicycle Planning History (page 11) - "This bicycle Master Plan attempts to centralize the bicycle planning process into a single document that will be coordinated with the local community planning areas."  Wouldn't it be better that the community planning areas coordinated their needs into the BMP?

Navajo Community Plan (page 25) - There is no indication that the Navajo community is aware of the proposed Tierrasanta to Princess View Bike Path. Seems to be nothing in their plan. There plan may be out of date too.

Existing Bikeways (page 39)- "bikeway projects that are currently in various stages of development" - The class 1 along San Diego river to Zion Ave to Princess view is not in the tables of priorities starting on page 69.

NEEDS ANALYSIS (page 49) - :The purpose of reviewing the needs of the bicycle users is twofold:" - Shouldn't it be the needs of the communities for bicycle facilities. Seems as though the tail is wagging the dog.

General Comments
This document would be much better if a requirements traceability matrix was used.

In the future, some of the smaller energy efficient autos being produced now to operate at less than 35 mph may be sharing these class 1, 10ft wide bikeways.
