During his 2001 inaugural State of the City address, Mayor Murphy introduced the City of San Diego’s amendment to the City's General Plan: the Strategic Framework Element. It conceives San Diego as a City of Villages, where housing, commercial, employment centers, schools, and civic uses are all integrated into a community with easy access to transit. These villages are to include upgraded public facilities and infrastructure to meet community needs. As envisioned, the City of Villages concept should reduce traffic congestion, provide more affordable housing, upgrade community facilities and infrastructure, and preserve open space!
