Tierrasanta Street Lighting

Villa Portofino Street Lighting

The  Portofino PRD in the community of Tierrasanta had a high incidence of
crime late last year.  I first became aware of this through a tenant of mine
in Portofino.  His wife's car had been vandalized.  He is a San Diego police
officer and suggested that the street lighting in Portofino was very poor.
Both he and, at a Councilmember Jim Madaffer event, then Police Chief
Bejarano stated that adequate street lighting is always a deterrent to
crime. At the same meeting I referenced the lighting in Portofino
referencing crime; and the lighting on Clairemont Mesa Blvd. in Tierrasanta
concerned with street racing and graffiti.  Mr. Madaffer pointed out several
times at this meeting that he was pushing the conversion of low intensity
sodium light to high intensity sodium lights.

My own non-scientific survey of the street lighting indicated that:

  1.. Street lighting was shaded by community trees, resident trees,
  2.. Most existing streetlights were equipped with the low sodium lamps,
  3.. Streetlights were too far apart.


I asked for a city survey of the street lighting in Portofino and after a
number of months received these results showing the number streetlights
lacking on each street in Portofino:

The survey  (TR number 268131) was conducted by James Moser (619-533-3097).

Mr. Moser volunteered the following additional information.

  1.. Part of the criteria for street lighting is the requirement to have a
streetlight within 150 ft. of a bus stop.
  2.. The responsibility for the streetlights lies with the city with no
cost to Tierrasanta or Portofino residents.
  3.. There is no estimated time to install lights because of a $300k budget
and a $13M backlog in requests.
  4.. The cost for a single streetlight is approximately $6k.
  5.. Some communities e.g. Oregon Street at El Cajon Blvd have taken upon
themselves to install solar streetlights.  Some objected to the large solar
panel.
  6.. If the trees were trimmed the lighting would be improved.


Recently I asked for a street lighting survey of Clairemont Mesa Blvd
between Santo and the Mission Trails Staging area  and was told that  there
was no money since the city budget has been cut.
