San Diego Sycamore Landfill

The San Diego Sycamore Landfill is operated by the San Diego Landfill Systems, an Allied Waste Company. It is located off of State Route 52 at Mast Blvd.  It processes 3300 tons of trash daily. It consists of an area of 520 acres and is in the process of obtaining more acreage. The landfill will be full in 2011. The land is trenched and the trenches are lined with three layers of protective material. This protective material prevents leaching of the products of decomposition into the ground water. Drains are installed in the trenches to collect runoff for disposing through the San Diego waste water systems. The methane gas product of decomposition is collected and used for power generation to support the landfill operations and excess is sold to SDG&E. All filled trenches are restored to an open space environment.

 DISPOSAL FEES

            

 GENERAL

                       At all landfills, fees shall be set rates for passenger vehicles, pickup trucks, or towing vehicles.  For all other vehicles, fees shall be based upon the actual weight of waste delivered to the Otay, Ramona and Sycamore Landfills.  At the Borrego Landfill where scales are not available, fees shall be a flat rate based on historic averages for various vehicle types.

MANAGERS DISCRETION:  In the event that any vehicle or trailer does not conform with the description  or intent of vehicles qualifying for set rate fees, the Site Manager or designee, has the authority to charge that vehicle by weight.

LANDFILL RULES

1.                 Do not exceed the posted speed limits; only one warning will be given to drivers who violate the speed limits set at facility.

2.                 All loads must be tarped.  Customers without a tarp will be assessed an administration fee.

3.                 Proceed to the dumping area.  Follow the spotters’ instructions on where to discharge your load.

4.                 On windy days, roll back your tarp after you get to the tipping face area before you back in.  Do not roll tarps on the scale or on the haul road.

5.                 Hard hats must be worn at all times when out of the vehicle. They may be purchased at fee booth for $3.50.

6.                 All drivers must wear hard sole shoes.  No tennis shoes, sandals or bare feet will be allowed on landfill property.

7.                 Children under 16 years of age & pets are not allowed on the landfill- NO EXCEPTIONS.  

8.                 Alcohol is not allowed on landfill property.  Smoking is also prohibited.

9.                 Boxes must be lowered prior to leaving the landfill face.

10.             All open trucks and open trailers must be swept out on the tipping face before exiting the facility.

11.             Vehicles must maintain a minimum of 15 feet between one another when dumping their load.

12.             Load inspections will be routinely conducted at the landfill.  Automotive batteries, whole tires, free liquids, or drummed wastes will not be accepted.  Any part of a load that is rejected will be loaded onto the vehicle that brought it in and transported off landfill property.

13.             All special wastes must be approved before it can be accepted.  All special wastes must be accompanied by a manifest.

14.             Scavenging is not permitted.

15.             NOTE: THE FOLLOWING ITEMS ARE NOT ACCEPTED AT AN ALLIED LANDFILL

Batteries,  gas tanks or containers, hazardous waste, medical waste (Autoclave medical waste accepted @ Sycamore), chemical by-products, pressurized containers, friable asbestos, oils, pesticides, herbicides, untreated sewage, shock sensitive wastes, radioactive wastes, liquids (bulk liquid, paint, oil, parts cleaners, etc.), white goods or recyclable metal.

  

 

Questions and Answers about the Sycamore Landfill

 

Q:        Where is the Sycamore Landfill located?

A:         The Sycamore Landfill is located North of State Highway 52 on Mast Boulevard at the San Diego and Santee border.

Q:        When was the Sycamore Landfill opened?

A:         The Landfill was opened in 1962 and sold by the County of San Diego to Allied Waste Industries in 1997.

 

Q:        How is the ground water protected at the landfill?

A:        The combination of the area's geology, hydrology, liner construction, environmental monitoring,
            landfill operation and waste acceptance protects impacts to the groundwater and the environment.

 

Q:        What type of trash is disposed of in the Sycamore Landfill?

A:         The Sycamore Landfill is fully permitted as a Class Ill landfill and accepts only routine household and commercial waste.

Disposal of liquids, hazardous waste and radioactive materials is strictly prohibited at the Sycamore Landfill.

 

Q:        How are trash trucks monitored and inspected to prevent hazardous materials from entering the landfill?

A:         All trucks entering the landfill must stop at the truck scales which are equipped with radioactive sensors that monitor
            incoming trash. Drivers are questioned by scale attendants concerning the contents of their loads. San Diego Landfill 
            Systems trained personnel are also stationed at the tipping areas to inspect each load of trash as it is being unloaded.
            In addition, as part of the load check program, random trucks are sent to separate areas for individual inspection.

 

Q:        What happens when trash decomposes?

A:         It produces methane, carbon dioxide and water, all of which are controlled through components of the Sycamore

            landfills state-of-the-art technology.

 

Q:        What happens to the methane gas produced by the Sycamore Landfill?

A:         Gas produced by the Sycamore Landfill is collected through a series of vacuum wells which remove the gas from
            the landfill. The gas is then transported by piping it to an electrical generation facility. The landfill gas is used as a

            fuel in a turbine/generator set to produce electricity. The electricity is used on site and also distributed to the local
            electrical utility for the benefit of neighboring communities.

 

Q:        How is the water removed from the landfill waste?

A:         Water, also known as leachate, produced as a result of trash decomposition, is collected through an underground
            piping system below the waste and above the liner system. This water is then collected for testing and appropriate
            off site disposal.
