CALL TO ORDER
The meeting of the Tierrasanta Recreation Council was called to order at 6:37 p.m. It was established that there were enough members present for a quorum. The meeting started with introductions.
APPROVAL OF MINUTES
It was moved/seconded (N. Ryan / C. Weinsheim) to approve the September 13, 2007 Minutes.
Motion passes unanimously.
TREASURER’S REPORT
The ending balance for September 30, 2007 is $77,734.87. The Treasurer’s Report was accepted.
COMMUNICATIONS/PUBLIC COMMENT
CHAIRPERSON’S REPORT
Linda reported that the Tax-Exempt Status information has been mailed out and a response is being waited for from State/Federal. Tierrasanta Recreation Center is the first recreation center in Community Parks II to pursue the Non-Profit Status. The Park and Recreation Department is assessing “Grandfathered Groups” and will be providing more information at a later date. The sub-committee held a meeting for ‘Field Closures’ and the May-August window was a challenge. A Public Forum will be held 10/18 to discuss the old “Tucker” property. David Monroe is the new Deputy Director of the Community Parks II Division. An update was provided for the Kumeyaay Memorial Dedication. Norm will be forwarding the plans through both the City and the School District.

Area Manager
Manny reported the following: 1. BPR Update: Findings show that P& R staff can perform any or all aspects of “park maintenance” as defined. “Crew Concept” Pilot Program can be applied throughout park system, including: community Parks/Neighborhood Parks, Balboa Park, Mission Bay Park and Shoreline Parks.
Next Steps: Mid-October: Finalize Park Maintenance BPR recommendations. Late October: Prepare report to city Council and meet with labor unions to discuss recommendations. November: Present Park Maintenance BPR recommendations to the City Council. 2. E-Time Implementation: Park and Rec. Personnel no-longer fills out paper labor cards. All payroll matters are now handled electronically through “E-Time”. 3. Department Senior Staff Changes/Promotions: Clay Bingham is the Deputy Director of community Parks I Division of Park and Rec. Department. He will oversee the operation and management of more that 125 parks, 26 recreation centers, 2 skate parks, and 27 joint-use facilities within Council Districts 1, 2 5 and 6, excluding Mission Bay. The division also includes Mt. Hope Cemetery, Downtown Enhancement, and Reservoir Recreation. Andy Field is the new Assistant Deputy Director of the Maintenance Assessment Districts—Open Space Division in the Park and Rec. Department. He will oversee the operation and management of 48 Maintenance Assessment Districts throughout the City, including the supervision of 24 staff. Gary Stromberg is the new Assistant Director of the Park and Rec. Department. He will assist in managing the daily operations of the Department. The Department operates and maintains nearly 40,000 acres of park land, including 337 parks, 51 recreation centers, 13 pools, 4 golf courses, 4 skate parks, 1 cemetery as well as 13 miles of oceanfront/shoreline. David Monroe is the new Deputy Director of Community Parks II of the Park and Rec. Department. He will oversee all recreation facilities within Council Districts 3, 4, 7, and 8. He was the OCA Deputy Director of Open Space for the past two years. 4. Mr. Rick Reynolds is no-longer with the city as Deputy Mayor. 5. Open Space Deputy Director to be appointed next month. 6. Former deputy Director on Special Assignment: Bill Deloatch (retired) will oversee Accountability and zoning investigations for the department. 7. Storm Water Pollution Prevention Program (SWPPP): changes to the City’s permit will require annual stats & Park Permit Requirements w/ GDP and Storm Drain locations. Contractors working in parks will be expected to follow the same guidelines and comply with the new requirements. Language to be added to ‘General Provisions Bid Packet’. 8. “Groupwise” to “Outlook” Conversion: The department will slowly be converting to “Outlook”, a new program for handling intradepartmental email and other programs. Staff will be expected to train and learn in order to maintain good customer service.
Center Director
Mark reported that all of the equipment has been received to date, including 150 chairs and 15 tables. The stage has also been received. The ‘Gym Lighting Project’ began on 10/5 and is estimated to take approximately 3 weeks. “Neil Electric” is the contractor via the City of San Diego’s Engineering and Capital Projects Division. Sometimes the gym has to remain half-lit during this process but there is no impact to programming or activities. Oktoberfest: Rec. Center staff and Mark will be on site beginning at 2pm to assist for the event; normal morning staff will be in at 9am. On 9/28, there was a ‘sort’ in the electrical panel resulting in the lights unable to come on and the cancellation of Coed Softball games for that evening. Staff contacted Mark and they did everything possible to get the lights functioning while ensuring safety first. Lights were repaired the following week. Hexagon windows: there is a need for “Security Mesh” windows to prevent repeating vandalism. A quote has been requested via a City “Work Request”. A follow-up to the assigned unit (Carpenter) was placed on 10/18. Work projected to begin soon.

Oktoberfest is this Saturday the new Tierrasanta calendar will be available. Kiwanis is planning for the upcoming Basketball Tournament.
5. DePortola Middle School
An article may be placed in the “Tierra Times” due to people that are still walking their pets on the fields/campus during school hours.
6. Tierrasanta Pop Warner
Two teams may be making playoffs and they will have two booths at Oktoberfest.
7. Tierra Canyon Girls Softball
In midst of registration. 5 teams for ‘Fall Ball’.
8. Tierrasanta Community Council
Survey is up on the website regarding the I-15/Clairemont Mesa Blvd. site. After the survey, recommendations will be forwarded to CD 7.
9. Mission Trails
Did not meet.
The leftover monies from De Portola Comfort Station construction will be used towards new fence leading from school parking lot to the ball fields in the back.
11. Serra Foundation
Norm Ryan reported the miscommunication between Pop Warner and Serra High regarding the field usage.
