Time and Place of Meeting: A meeting of the Tierrasanta Recreation Council was held February 13, 2008 at 6:30 p.m. at the Tierrasanta Recreation Center, 11220 Clairemont Mesa Boulevard, San Diego, California, 92124.

CALL TO ORDER
The meeting of the Tierrasanta Recreation Council was called to order at 6:35 p.m. It was established that there were enough members present for a quorum. The meeting started with introductions.
APPROVAL OF MINUTES
It was moved/seconded (C. Weinsheim / H. Shatila) to approve the March 13, 2008 Minutes with the
TREASURER’S REPORT
The ending balance for January 31, 2008 is $70,453.75. The Treasurer’s Report was accepted.
COMMUNICATIONS/PUBLIC COMMENT
Linda Juhasz commented thanked the Council for the gift and food provided at the January meeting. She also mentioned that Susan Lowery-Mendoza is the new District Manager of the Balboa Park area. Linda reported that people are concerned about dog owners who are not picking up after their pet, dogs who are not on leashes, and that dogs cannot be on campus during school campus hours. Linda mentioned that a meeting was held with Jan Eby, school Principals, a Police Sargeant, Celeste Weinsheim, John Brust, and herself. Linda recommended to call Animal Control and provide the days/times of when the dog owners are present.

ACTION ITEMS
1. Tierra Canyon Softball container at Farb: It was moved/seconded (H. Shatila/L. Juhasz) to approve the request of a ‘Waiver’ from the existing Recreation Council ‘Amendment’ of 1993, for Tierra Canyon to place an additional cargo container immediately next to the current AYSO cargo container that is currently there. Tierra Canyon’s cargo container to be placed will be the same matching color as AYSO’s; the neighbors have been notified. Motion passes unanimously.
2. Approve Field Closures: December 2007 – December 2008: It was moved/seconded (L.
3. Juhasz/C. Weinsheim) to approve the Field Allocation (Action Item #2 should have been “Approve Field Allocation and Closures”) for December 2007 – December 2008 with the following addition from Lacrosse (Page 3): usage of Sundays, 3/2 – 5/25, 8:30-11:30am. Motion passes unanimously.

6. Approve Co-Sponsor Patriot’s Day Parade (May 17th): : It was moved/seconded (C. Weinsheim/B. Ogilvie) Motion passes unanimously.
7. Update on Pool Account—Vending Percentage (NO ACTION)
8. Usage of funds from “Taste of Tierrasanta”: It was moved/seconded (H. Shatila/L. Bartolome) to approve the money to be used towards lobby murals. Motion passes unanimously.
9. Carryover Expenditure Plan Form (City): It was moved/seconded (L. Juhasz/B. Ogilvie) to approve the Carryover Expenditure Plan Form. Motion passes unanimously.
10. Lobby Murals—“Rid Out Plastics” (N/A: SEE ACTION ITEM # 7)
Area Manager
Manny reported the following: The ‘Sprint Pole is officially up and running and a walk-thru meeting will be scheduled and MAD is invited. The Hex Building is close to being finished but security windows are pending. A ‘Non-Exclusive Use and Occupancy Permit’ was issued by Real Estate and Assets Division. The renewal of the existing permit is contingent upon TSTC catching up with their required "End of Year Financial Reports" to the P & R Department. Currently, renewal of that permit is underway and may be a 2-year cycle. Council District 7 priorities for FY 09 include maintaining current libraries and recreation center and pool hours. Chris Gonaver has been appointed as the new Environmental Services Director. Park and Rec. will be considering staff rotations for the upcoming year. This is typically done every 6-10 years and is intended to share staffs talents and experience around the department. Manny spoke with Randy White, San Diego Unified School District regarding the current policy of dogs on campus. The recycling revenues delayed due to re-organization of Environmental Services staff.
Center Director
Mark reported that Spring Program is now available and the Egg Hunt is March 22nd, 9:30-12:30pm. Recently, the security lights have not been working properly because the time clock was “tripped” during the installation of the ‘Sprint Light Pole’. There is a new staff person (Recreation Leader) at Tierrasanta Recreation Center, Marcia Gibbs. Mark mentioned that he has been in contact with ‘Open Space’ regarding the uprooting on the turf of the multi-purpose field.
Pool Manager

The Kiwanis Auction will be April 12th at the Chinese Community Church.
4. DePortola Middle School
Auction was held 2/12 and the Farmers Market will be resuming on 2/21.
5. Tierrasanta Pop Warner
Beginning plans, including budget, for next season. A meeting will be planned soon with Serra High regarding getting a permit submitted for the next season, prior to school dismissal for Summer. Another meeting is scheduled with the Principal on 2/20.
6. Tierra Canyon Girls Softball
‘Opening Day’ is 2/23. Approx. 200 participants registered for this year.
7. Tierrasanta Community Council
Absent.
8. Mission Trails
Did not meet.
City approved Open Space using Open Space money to replaced the banners in the community.
10. Serra Foundation
Absent.
11. Lacrosse
Practices currently be held at the Rec. Center.
OLD/NEW BUSINESS
Linda will be drafting article regarding the dog owners to the Tierra Times. The Rec. Council received a letter from the State of California in which additional forms will need to be completed through Deborah Brennan, CPA, to finish the ‘Tax Exempt’ portion for the State.
Kumeyaay Batting Cage and Plaque Status Report: more information needed.

With no further business, Chairperson John Brust adjourned the meeting at 8:51 p.m. The next regular meeting of the Tierrasanta Recreation Council will be held, Thursday, April 10, 2008 at 6:30 p.m.
